The reasoning behind this test is that alternate text is just that, alternate text. It is not a caption or title or label; it is an alternative to the image. It thus makes no sense to show the alternate text in a frame. This is also in line with what CSS has to say about images, replaced content, and the 'content' property in CSS3.
